[iOS] when App is not currently connected, can a previously connected Bluetooth device actively send a broadcast reminder that App is directly connected to Bluetooth?

I want to send a broadcast notification to the previously bound mobile phone directly when the Bluetooth device is powered on, reminding App to connect directly to the Bluetooth device instead of App to search. I don"t know how to achieve this. I don"t know how to do this. I hope you can tell me how to achieve this.
