Win 7 PE system does not recognize

I changed my password by adding a card reader on my tf to recognize it on my laptop.

but now that I have forgotten my password, I still use that TF card to enter PE.

this computer just won"t go into PE.

the light of the card reader is on, the electrical system has not been changed, and the USB reading order in BIOS is higher than that of the hard drive.
