after PayPal sandbox payment is tested, there is no transaction record or callback. It is not possible for sandbox account to create two additional test accounts, no transaction record and no callback notification.
you can open the sandbox payment page and prompt for success and synchronous callback, but go to the sandbox backstage to see that there is no transaction record and no asynchronous callback.
