Do the shape graphics in the PSD source file belong to vector graphics?

problem description

the graphics in the PSD source file of the web design draft belong to vector graphics?
if it belongs to a vector graph, why is it jagged? Will there be mosaics?
if it is a bitmap, why can you rasterize the layer with the right button?

also, the same set of design manuscripts can be cut into 1x, 2x, 3X (one-fold, two-fold, three-fold)
under the same design size, and the cut images are not blurred. I asked the girl of UI design, saying that these shapes in PSD are vector graphics; enlarge jagged
because the figure is irregular; is this answer correct?
A file saved in .jpg format is in the form of a bitmap, which I know!

ask all the great gods to answer, thank you!

the graphics in the PSD source file do belong to vector graphics.
zooming in is jagged, which is not very clear, but there is no doubt that it is a vector layer. You can find a graphic layer and put it very large. Then rasterize it, put it very big, and see which one is clear and less aliased. It should be clearer before it is rasterized.

UI said that the estimation is not correct, the vector graph is clear regardless of the irregular rules. The graph in psd is indeed a vector graph. But if you cut the picture directly and save it, it's still a bitmap.
you can save this figure as SVG and get it into the web page

in addition, vector graphics are in a format, such as .svg, .ai, .cdr, .eps

.

it must be a bitmap if it's jagged!
