Java Applet, is used in the web page. why can't you run a local installation of 64-bit jre and 32-bit jre?

the browser is ie11 64-bit and the system is win10 64-bit, but why do you need to install 32-bit jre, to run Applet? on a web page?

There are no 64-bit versions of the Java Plugin, Java Web Start or Java Control Panel; however the 32-bit versions of the JRE can be installed on 64-bit systems in order to obtain this functionality. Note that only 32-bit browsers are supported at this time. 

this means that 64-bit jre does not have java plugin to associate with browsers, so even if 64-bit jre, is installed on 64-bit machines, it can not run applet; but can run application; written in java, but it is important to note that java is backward compatible;

and 32-bit jre can be installed on 64-bit systems to run programs such as applet
